Is there a Libre version of Discord that isn't so shit? It needs stuff like this:

You could also use IRC or XMPP, but matrix is the most similar to discord.

I had a look and it looks great, but the voice chat is a problem.
I'm trying to get some people to migrate from Discord so I don't have to buy a prepaid sim card to create an account and give them all of my conversation data.
In other words, it can't compete with Discord voice chat rooms.
I don't think they have the attention span to use both this and Teamspeak; plus, Teamspeak is proprietary.

use Tox for P2P
for server-client use IRC or XMPP with people you trust and configure it to be as secure or feature-ful as you'd like
internet chat is like desktop publishing, it has been solved for 30+ years
if you want bells and whistles you are part of the problem
if you want security and anonimity that has been hacked on to it

Just to clarify, is your problem with matrix the lack of conference calls/ multi-way voip?
Matrix currently doesn't have it, but there is an experimental feature for it if you use riot as a client. There are also plans to support it officially in the future, but I haven't been able to find a date.
If you want conference calls, I've heard that jitsi might work. If you want to bother configuring everything, then XMPP can probably do everything you listed. The only problem is that it'll be difficult for less technically inclined people to use.
It can definitely satisfies 1, 2, 4, 5, 8, 9, 10. It probably satisfies 6 and 7. Not sure about 3. The problem is that some clients and servers don't support every feature you've listed.

There is Wire, but they use Amazon technology on their servers and keep a huge chunk of user data. The data is encrypted and all tools are open source through.

Another one which has been recomended by Snowden is Signal. Also open source and encrypted, but they record only a few details of users.

The closest thing to an acceptable Discord replacement is Riot.im, but that's still effectively centralized. Tox would be the best but nobody's willing to clean up toxcore.

I don't know about this particular case, but Wikileaks usually announces big procurements of documents, and then give timetables on releases based on the speed of curation. They go through every document to make sure nothing harmful gets out. So the basically have an internal "classified" system like what the FBI uses. I haven't seen Wikileaks blackout text like the FBI does, but they do openly truncate pages from leaks. For example, they do not release most NSA malware code they receive because it is too dangerous, by their reasoning. The bits of code they have released have created lots of havoc already, as you might already know. Remember WannaCry?
