I'm starting to see two contradictory ways to define democracy: democracy as consent (radical example: the liberum veto) and democracy as the will of the majority (radical example: dictatorships achieved through parliamentary activity). Are there names for these two concepts? Maybe "negative democracy" and "positive democracy" as in negative and positive rights.
