There might've been some falsehoods woven in but Nips were brutal and there's more than enough as real as it gets dirt on that. Nips may claim American propaganda but actually allies mitigated some of the investigations because they traded results of japanese research and other sensitive info for security of the war criminals.
As far as the outweighting goes of course the crimes weren't wroth the developement. Nips could've returned the favour and did as Chinese and Koreans did to them in their nationality's infancy but instead they took a heavy price off the population you claim they helped so much.
