Of course most people wouldn't want to associate themselves with the 40 year old who's fucking a 13 year old, but if he was like 20 or something, no one would be bothered too much because that's biologically normal. You can marry an underage girl, but only with permission of her parents. This is not something you can take lightly, because if you go to a girl's parents you have never met before and ask them for permission to marry her, they will say no. If they don't know you, they will not let you marry their daughter, because she is still a child and they are her legal guardians.

You can't complain about the development and renovation of roads, bridges, airports, etc. if you have no idea how important those are to Kazakhstan. In America, there are generally a lot of major cities in each state. In Kazakhstan, every region has only a few major cities and there can be hundreds of kilometers of literal fucking nothingness between them.
