Kazakhstan is the least Islamic country in Central Asia, literally every "human rights inquiry" has shown that Muslims are under sanctions that non-Muslims don't have, like tighter security measures and sting operations to prevent radicalization at mosques, etc. and all the Islamic organizations complain to human rights organizations that they're not allowed to preach their hateful bullshit here.
That said, in the south, many people are indeed Muslims. In the city I live in, about half are technically Muslims, but they don't even go to a mosque, and pray only when they feel like it, etc. so by the definitions of other Muslims they're not Muslims, but they still identify as Muslims and increase the number of Muslims in the statistics a lot. In the north most are either atheists or Orthodox Christian, there are Muslims as well but they're generally Sufi or otherwise "moderate".
Now what really is a problem, in the southwest, there are actual Muslims. They pledge allegiance to ISIS, plan terrorist attacks, etc. but the ones that get too heated up are dealt with by deportation to Uzbekistan, Kyrgyzstan and Russia. This is one of the things international human rights organizations get their panties in a twist over because muh discrimination and muh fair trial and muh feels. There are also some parts in the east that are majority Muslim, but they are "moderate" as well and don't give a shit about international Islamization and always throw fits over radicals, basically countering all their bullshit arguments and being based. I know it's a hard concept for Americans to understand Muslims being based, but those generally are. There are some radical faggots too but they're not taken seriously and as with the southwest ones, if they get too mudslimy, they are deported.
The central parts of the country are only like 5% Islamic, except in the middle of nowhere in small towns but those don't have any interaction with anyone else so they can't become terrorists, and while in all parts there are Muslim Uyghurs from China, they're welcome because they come as real refugees from terrorists and/or the Chinese gommunists.
