Someone trying to do that with an off the shelf drone would probably run into weight limitations and/or the drone giving off identifying information.
I don't know much about them, but many of the consumer models have built in wifi which opens them up to fingerprinting and quick detection. That in itself should make them pretty easy to detect if someone is dumb enough to try targeting a high profile event or person.
Military drones are a completely different story. The problem they run into is electronic warfare that can hijack or jam the control uplink. This is where autonomous AI controlled drones would be useful, but that's treading into Terminator territory.
