Northern border of Korea is mountainous, low population, and easy to defend. The border between North and South Korea doesn't have any good strategic utility for either side, except for the fact that Seoul is way too close to the border.

Yep. One thing is, while all the military test ICBMs seem to have failed (as South Korean, Japanese and US forces observed), they have also successfully launched satellites into orbit. So it's clearly not an issue of them being incapable of constructing a functional rocket.
In fact, they could as well destroy all missiles they test on purpose as soon as they get satisfactory results. To keep secrecy, and because, well, once you see it is successfully flying, there's no real need to test full range, especially if you don't want to invade your neighbours.
