Erm, I mean:
After the state is abolished the recreational consumer goods producing companies should open health restoring facilities which help those whose health in some way affected by these products - and can afford this service - to get back to their wealth generating activities so they can enjoy (and buy) these recreational consumer goods again asap.
Abolishing the state would stimulate chemistry and pharma industry to come up with new drugs which less harmful or drugs which helps to combat addiction and such because the interest of these companies is generating capital and if their consumers die or cannot consume they cannot do that.
