State socialism was feudal itself. The condition of bestowing an office was loyalty and reliability. The senior awarded those who were close to him and for office the higher ranking office holder expected support from his subordinates. Also he practiced his power over them. And this went through the whole chain of the bureaucracy from the leaders of the Party down to the toilet cleaners.
