Yeah, kinda backwards in priorities there; a good edit is much more important to a book's image than the cover, which is the draw, and some out there will offer covers for $100 or less, with full rights.

I could see art like this (http://img09.deviantart.net/5cdd/i/2014/076/8/b/werewolf_tale___front_cover_by_silverwerewolf09-d7a6295.png) or this (https://2.bp.blogspot.com/-LbzSBuL6b48/VRYwMk5rEGI/AAAAAAAJOYM/qDqhFMiB1PA/s1600/p15_2.jpg) costing $1500 or so, but not one for something like GamerGate. Unless it's a well-known artist doing lots of detail work with faces and layers.
