Did some further testing to see if I could squeeze some extra quality out of it, but even using google's recommended settings that they use for youtube (it encodes at <1fps even on an r7 1700) is literally exactly the same (visually) as the one I've been using this whole time. I suppose it might just reduce the file size a little. Not worth the huge increase in encoding time.

I suppose I'll stick to the settings I've been using all this time ¯\_(ツ)_/¯
